The United Kingdom has sanctioned cryptocurrency marketplace Xinbi and Cambodia’s largest alleged scam compound, #8 Park, in a crackdown on Southeast Asian cyber-fraud networks. The UK government said Xinbi provides services like stolen personal data and satellite equipment to scam centers, which exploit trafficked workers to defraud global victims. The sanctions follow earlier actions against the Prince Group, which triggered over $1.25 billion in asset freezes and the closure of hundreds of scam compounds.
The UK government has sanctioned the cryptocurrency marketplace Xinbi, described as one of Southeast Asia’s largest illicit marketplaces. According to a government announcement, the platform sells stolen personal data and satellite internet equipment to scam centers.
The sanctions aim to isolate Xinbi from the legitimate crypto ecosystem by affecting its transaction capabilities. Minister Stephen Doughty stated the move sends a “clear message” that the UK will not tolerate these scams or their associated human rights abuses.
Sanctions also target Legend Innovation Co., the operator of the #8 Park compound linked to the Prince Group. The UK believes #8 Park is Cambodia’s largest scam facility, with capacity for 20,000 trafficked workers.
This action builds on joint sanctions issued by the U.S. and UK last year against the Prince Group and its Chairman Chen Zhi. Those earlier measures led to investigations, arrests, and asset freezes worth over $1.25 billion.
Southeast Asia has become a major hub for scam compounds operated by transnational criminal networks. Interpol elevated these operations to a global threat level last November.
These networks frequently rely on human trafficking and coerced labor. Amnesty International recently warned that mass escapes from Cambodian compounds had created a humanitarian crisis.
Global enforcement actions include Taiwan indicting 62 people for laundering $339 million from Cambodian scams. A U.S. Scam Center Strike Force launched in November 2025 has also claimed roughly $580 million in crypto seizures and freezes.
