Bipartisan negotiations on the final details of the CLARITY Act have concluded without a last-minute agreement. According to Senator Cynthia Lummis, the bill has support for 99% of its content, with the remaining 1% to be addressed after its passage. The highly anticipated legislation, which aims to provide regulatory clarity for cryptocurrencies, is scheduled for a vote on Thursday, May 14, 2026.
Senator Cynthia Lummis revealed that bipartisan senate talks over the two remaining issues with the CLARITY Act ended without a deal. “Ultimately, we have agreement on 99% of the bill. I hope my colleagues across the aisle will work…” she stated, expressing hope the final issues would be resolved post-passage.
Several factions have raised concerns holding up the legislation. Banking groups have called for new language to prohibit stablecoin yields, fearing they could draw customers away from traditional savings accounts.
A major point of contest involves how DeFi platforms should be regulated, specifically distinguishing truly decentralized protocols from those with identifiable operators. Senator Lummis referenced the FTX collapse, stating, “when or if another FTX happens, we will have no one to blame but ourselves.” Several senators also requested new language on ethics provisions.
The potential passage of the CLARITY Act could increase investor confidence by providing a clearer regulatory rulebook and higher investor protection. This clarity might lead more participants to enter the cryptocurrency space, potentially affecting asset prices.
