Citigroup CEO Fraser Urges Senate to Pass Crypto CLARITY Act

Citi’s support comes despite its recent price target cuts for Bitcoin and Ethereum, reflecting a cautious outlook on valuations.


Citigroup CEO Jane Fraser called for the US Senate to pass the Crypto CLARITY Act, adding her bank’s voice to the growing list of supporters. “We’re not giving up on pushing to get some improvements made to the bill,” Fraser said. “But we would like to see a good bill go through. I think it would be excellent for the system.”

Citi has previously viewed progress on U.S. digital-asset rules as a potential catalyst for institutional adoption. The global cryptocurrency market cap has fallen by over $2 trillion in the past 365 days, marking a tumultuous 2026 for the sector.

The CLARITY Act is designed to bring more regulatory clarity and investor protection to the asset class. The legislation could help investors feel safer in a landscape that has been plagued by scams and hacks.

Fraser’s constructive tone contrasts with Citi’s recent caution on crypto prices. On July 1, the bank lowered its 12-month Bitcoin target to $82,000 from $112,000 and cut its Ethereum target to $2,240 from $3,175.

The passage of the CLARITY Act is expected to help fuel a market rebound, alongside continued backing from firms like Citi. The bill aims to establish a robust framework for digital assets in the United States.
